The cops in the Emerald Triangle are getting drunk on the forfeiture laws and doing NOTHING to stop the pillage by well-armed growers from EUROPE and elsewhere abroad. I don't know if legalization will give them any courage against the gangsters, but it will stop them from pillaging the mom'n pop growers for profit.
And note that this legalizes industrial hemp, too, which could end up being more important for the restoration of California than any other thing we can do.
