We enacted the best environmental protection statutes in the entire country decades ago. This will have been because it served to make the public proud of their state, not to protect the environment. It served also to raise the cost of decimating California, and planet decimators of all stripes were delighted to pay it so they could wave official papers around to show that planet decimation was no part of their businesses.
It's worked like a charm all this time, but someone has managed to fall afoul of this perfect arrangement. Some dumb brute who must never have graduated eighth grade or something.
