I can't remember when was the last time our government set about a project for the good of the people, let alone the planet, and made it happen, made it work, did not merely use it to invite more agency capture dollars.
Sure, their excuse would be "panic in the streets" or "widespread looting" or "we told you as soon as we knew'. None of those excuses is tenable in this day and age. It is more like George Carlin said every single day.
