That completely evacuating all public officials from office all at once would be the best place to start. This would necessitate bringing home all military personnel at the same time. We could then conscript good people to serve in office for limited terms. In the beginning it would mostly involve undoing as much illegal shit as possible before rewriting regulations and laws to conform with the Constitution, but it's the only way.
