Truly. It would be possible to make this stop. It takes the people around each incident coming untrained on the "authorities" in charge. Just as SWAT teams can't come in to arrest health food co-op personnel if everyone around won't have it. Each of us must refuse this stuff... individually and severally.
The rub seems to be that adults do that stuff.
