It's too big for mere humans. Is it any wonder so many people are outright determined there is some all-powerful arbiter of fate out there? Truly. The realization that you cannot make people cooperate is enough to send you fervently off after The Man until you drop. It's too frustrating! It would be hard enough when you had a planet peopled by optimally-functioning adult geniuses... with courage... but, well, we're nowhere close to that....
