Maybe fines or jail for those who overwork their horses, but this is worse than preposterous. I mean, I'm sure all the public officials who find themselves "elected" end up trying to find something, anything, shiny they can actually claim for their own, something that won't piss off their betters but looks like maybe they're trying to make the world a nicer place, but... heavy sigh... but this isn't it.
