Since they never stop whining that one little nuke could erase them from the map of history, I can never decide if this means their nukes are hidden all over the globe or if they just plan to take everybody out in the minutes between when a warhead takes off and when it hits them. Neither option seems even remotely acceptable to me.
In fact, if I can't have NO one with nukes, I'd pick Russia because they are the only nation with a proven track record of a distinct disinclination to use them on people... but if no one else had them I'm pretty sure they wouldn't either.
