I don't know which world this is, but let me tell you, any "hard drugs" you encounter in the United States are here because the United States brought them here. Pot not so much, but everything else ranges from mostly to entirely. The DEA, though some don't know it, and ICE, who all know it, and cops in general, only bust freelancers and members of their vast system of little guys, the neighborhood junkie, the corner addict, when it's convenient for appearances.
They can't afford to do what they do if they don't completely control the drug trade.
They can't afford to fuck with terrorists unless they control the terrorist business.
And to control them, to keep people on the reservation, not going freelance for more money and control themselves, a lot of killing is involved. If yer a good indian, you can be the area's cocaine or heroin connection for decades on end, everybody in the county having your number within days of you changing it for all those decades and you only ever have to get busted for long enough to go secretly rat out someone going rogue on them before you're delivered back into the arms of your little posse of trusted addicts and your main floozy and life goes back to normal.
The cops all scowl when they hear your name for a few months, but the rush of petty crimes and speeding tickets fairly quickly makes it completely safe to see them driving by, to see them driving up your driveway, to see them at your door. It's not going to be about any discomfort for you.
If a rookie messes up and brings you in, you're OR'd before you even have to postpone your dentist appointment. So long as you are playing within their rules, not skimming too egregiously, not trying to go freelance, a good little civil servant, you can keep your mini-druglord movie, even retire with full bennies.
The system works really, really well, but it's a bit more dangerous in the terrorist business. There are many way more tempting temptations there. You could take over armies and countries. You could drive solid gold Bentleys... or be driven in them. You could be taking at least billions off those trillions if you worked it right. They gotta use air support to suppress you... though that is getting easier.
With their drug dealers it's rarely billions off trillions because it's so easy to knock out your support system and nail your butt, or splatter it all over something. The most air support that involves is military helicopters getting the right guys in the right places.
So, whatever this is, it's not about stopping either of the two businesses that pay them way more than your stupid income taxes. It would be about controlling them, and worrying that it's illegal is for Boy Scouts, the new guys who still think they're here to protect the American People....
Or are they ones who want to save us from the psychopaths?
