What if they just find young men who want to be good Americans, promise to fast track them into really good law enforcement jobs if they will take part in drills, pretending to be Islamist extremists? Then they can just flip the drills live and kill the patsy. Or... they can pretend they did, using crisis actors, and make good on their promises, depending on how well they can trust them to do what they're told.
How would we know the difference?
