I don't think this is at all draconian, and the piece is internally inconsistent anyway. Obviously, the supposedly draconian laws these new ones are supposedly worse than don't seem so stern when you only ever get three years for murder in the heat of passion. Plus, it's already against the law not to report crimes just about everywhere already, right?

Clearly, Russia is trying to make it harder for people to be lured into salaried terrorism, and to be able to get more of its enablers off the streets. So Snowden bitching about it is only serving his desire to continue to seem principled... in a callow way. Very few people his age can resist that shit... not the principles part, the trying to highlight them part.
