Moving the third world into the first at such a rate couldn't be expected to turn out ANY other way. This was foreseeable to ANYONE who'd ever been to a third world country. NOT as a mere possibility, but as a certainty.
PLUS, even if you'd never been out of the city in your life, a little math on the available housing and for the KNOWN demographics, renders even idiots enough information to see this coming.
