Vermeer is well known for painting out unwanted elements to arrive at his finished work, our ability to date paint isn't THAT exact, and, judging by the hash made of those window panes, and the light gradation on that tapestry, I'm pretty sure the restoration guy just went way too far overboard with his cleaning.
