As I've said many times, I've never caught Putin or Lavrov in a lie, and I tried very hard for many years to catch one or the other of them lying. So if either of them ever lied in public now, in a real sense, one would have to admire it. But I don't think either one of them could bring themselves to lie by now.
Diplomatically telling the truth is a hard habit to break.
Not that they tell all. Not that there aren't things they could be hiding. Just what comes out their mouths is always true to the best of my ability to check or discern.
