I think this means they will be cutting off all unjustified payments. I heard Bessent talking about this the other day and he was saying they'd cut off the bulk payments entirely and any payments they'd make to these states would have to be for documented services to citzens who have documented need for the benefits.
I am not, however, sure Trump means that.
